Yemen is subject to partial US sanctions primarily targeting Houthi-related entities and individuals. Several major Yemeni banks have been sanctioned by OFAC for financial support to the Houthis. This guide explains what is blocked, what is possible, and what honest advice looks like for Yemeni entrepreneurs.

Yemen's sanctions status

Yemen is not under comprehensive US sanctions. The sanctions are targeted — they affect specific individuals, entities, and banks associated with the Houthis. However, the effect on banking access is broad because:

  • Several major Yemeni banks (including International Bank of Yemen and Yemen Kuwait Bank) are on the OFAC SDN list
  • US financial institutions apply enhanced scrutiny to all Yemen-related transactions
  • The ongoing conflict has severely damaged Yemen's banking infrastructure

What fintech platforms say

Mercury, Wise, Relay, Payoneer, and Airwallex all list Yemen as a prohibited or unsupported jurisdiction. The combination of Houthi-related sanctions and the general conflict environment has led these platforms to decline Yemen-related applications entirely.

What traditional US banks say

Chase, Bank of America, and other major US banks will not onboard Yemeni founders in standard circumstances. The compliance risk is considered too high.

What is possible

Yemeni founders who have relocated — to Saudi Arabia, UAE, Jordan, Egypt, or other countries — can often access US banking through their new country of residence. If you have a non-Yemeni address and are not on the OFAC SDN list, the restrictions that apply to Yemen do not apply to you.

Informal transfer networks (hawala) are widely used in Yemen for domestic and international transfers. These are not a US banking solution and carry significant compliance and legal risks for US-related transactions. We mention them only to note that they exist; we do not recommend them for formal business purposes.
