US Business Banking for Iraqi Founders: Restrictions, Challenges, and What Is Possible
Iraq is not under comprehensive US sanctions — it is not in the same category as Russia, Cuba, or Syria (pre-July 2025). However, Iraqi founders face significant practical barriers to US banking due to targeted sanctions, heightened AML/CFT concerns, and de-risking by US financial institutions. This guide explains what is blocked, what is possible, and what to expect.
Iraq's sanctions status
OFAC administers Iraq-related sanctions programs primarily aimed at protecting the Iraqi financial system from illicit finance. These are targeted programs — they affect specific individuals and entities, not all Iraqi nationals. However, the effect on banking access is broad because US financial institutions apply enhanced scrutiny to all Iraq-related transactions.
In January 2024, the US Treasury took action against several Iraqi banks for ties to sanctioned entities and for facilitating dollar outflows to Iran. This has further tightened dollar access through Iraqi banking channels.
What fintech platforms say
Mercury lists Iraq as a prohibited country. Iraqi founders cannot open Mercury accounts.
Wise does not support account opening for Iraqi residents. Wire transfers from Iraq are not supported.
Payoneer offers limited functionality for Iraqi users — primarily receiving payments from certain freelancing platforms — but does not support full business banking or person-to-person transfers.
Relay and Airwallex are similarly unavailable for Iraqi founders.
What traditional US banks say
Chase, Bank of America, Wells Fargo, and other major US banks will not onboard Iraqi founders in standard circumstances. The compliance risk is considered too high given the AML/CFT environment.
What is possible
Iraqi founders who have relocated — to Jordan, UAE, Turkey, or other countries — can often access US banking through their new country of residence. If you have a non-Iraqi address and are not on the OFAC SDN list, the restrictions that apply to Iraq do not apply to you.
Payoneer for freelancers — if your business model involves receiving payments from Upwork, Fiverr, or similar platforms, Payoneer's limited Iraq support may be sufficient for your immediate needs. It is not a full business banking solution, but it is a starting point.
Cryptocurrency — some Iraqi founders use cryptocurrency as an intermediate step, converting local currency to stablecoins and then to USD. This is not a banking solution, but it is a practical workaround for some payment flows. Compliance with US tax and reporting requirements applies.
