How to Build US Credit as a Foreigner from Papua New Guinea
Papua New Guinea founders expanding into the United States frequently encounter the "invisible-credit" problem. When arriving in the US financial ecosystem, foreign nationals possess a blank credit report, making it exceptionally difficult to secure apartment leases, business loans, or corporate credit cards without personal guarantees or large cash collateral. In Papua New Guinea, credit history is tracked through domestic institutions and credit reporting bureaus such as Credit Data Papua New Guinea and the Credit and Data Bureau, but this history does not cross international borders.
Why US credit matters
A US credit file changes what a US company can do. Without one, financing means cash collateral or a personal guarantee, corporate cards come with a deposit, and commercial leases ask for six months up front.
With one, the same company borrows at a normal rate. That is the whole difference, and it is why the sequence below is worth the months it takes.
No part of this is guaranteed. Credit decisions belong to lenders, and nobody — including us — can promise you a score or a limit.
The Amex Global Transfer route
American Express runs a programme — Global Transfer, sometimes called the Global Card Relationship — that lets an existing Amex cardholder apply for a US card using their established relationship with Amex rather than starting from nothing.
Your credit history does not transfer. This is the most common misunderstanding about the programme. What transfers is the relationship — Amex's own record of how you have handled your account with them. Your local bureau file, your repayment record with other lenders and your local credit score do not cross the border. Amex US underwrites you as a new customer who happens to be a known quantity to Amex.
That is still a considerable advantage over building a US file from zero. It is not the same as arriving with a credit history.
Four conditions apply, and all four must be met:
- The card you already hold must be issued by American Express itself, not by a local bank operating under an American Express licence.
- You must be the primary cardholder, not an additional or supplementary cardholder.
- You must have held the card for at least three months.
- The account must be open and in good standing when you apply.
Corporate cards are excluded separately from all four.
Condition one eliminates more applicants than the other three combined. In many markets American Express operates through Global Network Services, where a local bank licenses the Amex brand and issues its own cards under it. Those cards carry the Amex logo, but the account relationship belongs to the bank — so there is nothing to transfer. A local partnership is not an alternative route to eligibility; it is the thing that removes it.
How to check your own card: read the cardholder agreement, not the card. The agreement names the legal entity that issued it. If that name is a local bank, the card will not qualify. If it is an American Express entity, it may. If you cannot find the agreement, call the number on the back and ask which legal entity issued the card.

The ITIN path
The Individual Taxpayer Identification Number (ITIN) is issued by the US Internal Revenue Service (IRS) for tax processing purposes to foreign nationals who are not eligible for a Social Security Number (SSN).
- Form W-7 Preparation: Complete IRS Form W-7 along with required federal tax documentation or proof of foreign status (such as a certified copy of your Papua New Guinea passport).
- Certifying Acceptance Agent (CAA): Utilize a certified acceptance agent or IRS-authorized certifying agency to verify your passport without mailing the original document to the US.
- Submit to the IRS: File the W-7 application package to obtain your assigned ITIN.
- Open Secured Credit Cards: Use your newly acquired ITIN to apply for secured business or personal credit cards (such as those offered by Capital One, Wells Fargo, or specialized fintech platforms) that report to major US credit bureaus (Experian, Equifax, TransUnion).
- Maintain Low Utilization: Keep credit utilization below 10% and pay balances in full and on time every month to rapidly build a strong FICO score.
Nova Credit
Nova Credit is a cross-border credit bureau that allows immigrants and international founders to share their home country credit history with participating US financial institutions.
Currently, Nova Credit covers a specific roster of international bureaus including Australia, Brazil, Canada, India, Mexico, the United Kingdom, and several others. Because Papua New Guinea is not currently part of the active Nova Credit partner network, founders from PNG cannot leverage their local credit history from bureaus like Credit Data Papua New Guinea directly through this platform. You must build your US credit profile from scratch.
Business credit: the faster lane
Building business credit independent of your personal Social Security Number or ITIN is an effective accelerator for PNG founders.
- Obtain an EIN: Apply for an Employer Identification Number (EIN) from the US IRS for your US LLC or C-Corp.
- Establish a D&B Number: Register your business with Dun & Bradstreet (D&B) to generate a unique D-U-N-S number.
- Open Tier-1 Vendor Accounts: Establish trade credit accounts with business suppliers (such as office supply companies or cloud service providers) that report payment history to commercial credit bureaus like Dun & Bradstreet, Experian Business, and Equifax Small Business.
- Build the Paydex Score: Pay vendor invoices on time or early to build a strong D&B Paydex score (ranging from 0 to 100), enabling your startup to qualify for unsecured business credit cards and commercial financing without relying solely on personal guarantees.
Recommended sequence
- Incorporate your US entity (LLC or C-Corp) and obtain your federal Employer Identification Number (EIN).
- Apply for an Individual Taxpayer Identification Number (ITIN) via IRS Form W-7.
- Open a US business bank account using your EIN, formation documents, and passport.
- Apply for a secured business or personal credit card reporting to major US credit bureaus using your ITIN.
- Register your business with Dun & Bradstreet (D&B) and establish trade lines with commercial vendors to build business credit.
